This document covers all works being executed, by Network Rail, its Contractors and Third Party or Outside Party Asset Protection (if/where applicable), within a possession or isolation but does not include emergency works
This standard does not cover works being executed by Infrastructure Maintenance, for details of how to manage maintenance work to prevent worksite possession overruns, refer to NR/L3/MTC/MG0210.
For NDS specific activities and processes to manage worksite overruns, refer to NR/L2/NDS/202, NR/L3/NDS/302 and NR/L3/NDS/303.
If no work is taking place within a possession or isolation the following sections still apply:
a) 6.2 Preparing A Project Contract Strategy (Gateway 2A, 2B);
b) 6.3 Invitation To Tender and Evaluation Of Tenders Submitted;
c) 6.4 Recommendation For Contract Award (Gateway 3);
Where Third Party or Outside Party Asset Protection work is being carried out, the following sections of the standard apply:
d) 6.6 Assessing Worksite Complexity;
e) 6.7 Creating An Integrated Work Plan;
f) 6.8 Contingency Planning;
g) 6.12 Assigning Construction Management Resource to Worksite;
h) 6.14 Communicating Work Progress Information from Worksite.
Purpose
This document identifies linked procedures and systems to be followed for projects to be delivered by Investment Projects (IP) and Asset Management (AM) Renewals to:
a) analyse and RAG the complexity of all worksites within a possession;
b) select the correct commercial strategy which is coherent with the Asset and the Category commercial strategies;
c) assess the capabilities of potential suppliers in a consistent, fair and transparent manner;
d) expedite resource such that resource provision does not become a constraint to delivery;
e) create work and operational contingency plans to cater for worksite leading to possession overruns;
f) carry out readiness reviews and Quantitative Schedule Risk Assessment (QSRA) in a timely manner prior to start on site;
g) select and allocate competent Site / Construction management resources to each worksite based upon the complexity and priority;
h) select and use the tool to measure progress of the worksite;
i) understand the escalation route for communication of worksite progress and protocol for onward communication to customers and media;
