SCOPE AND APPLICATION
This Procedure covers the checking of all activities carried out by t he RT1A Contractor under the Infrastructure Maintenance Contract and of Track Renewals Contractors (including RT/1B and all competitively sourced Works).
The scope of this Procedure includes all Progress Reports, Progress Meetings, checks on Contractor's management systems, activities and end products.
PURPOSE
The purpose of this Procedure is to establish a monitoring system which shall ensure that the RT1A or Track Renewals Contractor is satisfactorily maintaining or renewing Railtrack's infrastructure. This Procedure outlines the roles and responsibilities of those parties involved in the management of the monitoring system.
The monitoring system shall be performed on the basis of a statistically determined regime prioritised by the assessment of risk. The monitoring system shall check, as a minimum :
• Railtrack's infrastructure assets are fit for purpose,
• that Contractual and Technical compliance is being achieved,
• the Contractors adherence to responsibilities set out in their Safety Case,
• that Railtrack Plc's commercial interests are being safe-guarded.
The minimum requirements to provide confidence to Railtrack that the Contractors' Management Systems are effective and their end products are acceptable are detailed in Procedure RT/D/P/015 (RT1A only) - A similar process for Generating Contract Check Plans is being developed for Track Renewals.
