scope:

This Specification applies to the issuing of driving cab passes by Network Rail HQ and Territory based Senior Train Operations Managers and Train Operations Interface Managers to authorised Network Rail employees and Network Rail appointed contractors. It relates to travelling in / gaining access to driving cabs under the control of Train Operating Companies for the following purposes:-

• Inspecting the infrastructure for maintenance / examination

• Managing the safety of the infrastructure

• Network Rail monitoring potential risk being imported onto the infrastructure in the conduct of its duties as the Infrastructure Controller

• In circumstances and under conditions defined and documented in each case by the train operator

Purpose

This Specification defines the process by which Network Rail ensures that all riding in driving cabs is undertaken only by those Network Rail employees whose essential duties (other than those occasions described in the Rule Book) require them to enter the driving cab environment. Network Rail Routes and Territories must have systems in place to ensure compliance with the requirements of this Company Specification.
