This procedure establishes criteria for preliminary qualification of contractors who intend to apply for certification to an industrial or architectural/commercial coating contractor certification program but have less than 12 months experience (or no experience) in field application of industrial or architectural/ commercial protective coatings. This procedure does not address preliminary qualification of contractors whose coating operations are conducted exclusively at a contractor's fixed facility (i.e., shop painting).

This procedure establishes criteria used to determine whether the applicant contractor:

a. Has a corporate organization that clearly defines the authority and responsibilities of positions typically required for operation as a coating contractor

b. Employs qualified management personnel and has a program to qualify craft personnel

c. Has established the following program components meeting requirements of the certification the contractor seeks to obtain:

• quality management system

• written worker safety and health program

• environmental protection procedures

d. Demonstrates knowledge of industry technical standards and good painting practice.

Applicants will receive preliminary qualification for the desired certification following acceptance of a written submittal and successful completion of a headquarters office audit.

Contractors qualified to the evaluation criteria of this procedure have not undergone an audit of an operating job site by a qualified auditor. Owners, specifiers and general contractors are encouraged to also assess the firm's work history and capability for successful completion of a given project, including its capability to meet site-specific requirements, project schedules, and other areas not covered under this program. Finally, qualification to the criteria of this procedure does not guarantee the quality or safety performance of a specific contractor on any of its projects.
