The module applies to inspection of abandoned underground mines by Network Rail.

It outlines the process to plan and undertake the inspection of abandoned underground mines which may present a risk to the railway.

Abandoned mines are considered working mines for the duration of an inspection.

This module applies to the Principal Mining Engineer (PME), the Route Asset Manager - Geotechnical (RAM (G)) and outside parties engaged in undertaking inspection activities on behalf of Network Rail.

This module does not cover;

a) the inspection of working mines (see NR/L2/CIV/191/08);

b) the process for managing risk from tips or lagoons (see NR/L2/CIV/191/03)

c) natural cavities created by dissolution or erosion;

d) subterranean spaces which are not defined as mine workings as per the Mines Regulations 2014.

Purpose

This module mitigates the risk of a collapse of mine workings resulting in ground movement.

This module helps to achieve compliance with the Mines Regulations 2014 legislation.

NOTE: Abandoned mine workings cannot be entered for inspection without the correct health and safety systems in place. Network Rail acts as the statutory mine owner in the absence of an identified mine owner to comply with legislation. The abandoned mine working is classified as a working mine for the time in which Network Rail employees or persons working on behalf of Network Rail are engaged in "work" below ground in a mine.
