This module applies when planning signal overrun risk assessment and using risk review in support of option selection for new/modified signals or layouts as part of infrastructure change.

It applies to those undertaking signal overrun risk assessment where Network Rail is the Infrastructure Manager. They could be either Network Rail employees or appointed contractors/consultants acting on behalf of Network Rail.

Purpose

This module forms part of the Signalling Risk Assessment Handbook (NR/L2/SIG/14201) and is to be read in conjunction with the other modules of the handbook and reference documentation relevant to the prevention and mitigation of overruns. This module:

a) defines the minimum requirements for undertaking preliminary assessment;

b) provides information that promotes consistency in the Signal Overrun Risk Assessment process and supports evidence-based decision making.
