This standard applies when operational space assets are created or renewed within LU buildings and is intended to include all types of operational and maintenance staff accommodation.
For the definition of LU buildings refer to section 3.1.3 of R0446 'Classification of LU Buildings'.
This standard differentiates between requirements for different types of project where necessary e.g. refurbishment of existing facilities versus construction of new facilities.
For the purpose of this document the term "operational space" applies to areas regularly used by operational staff and contractors but not normally accessed by the public.
For the purpose of this document the term "operational personnel" includes all operational and maintenance personnel (whether directly employed or not) who are routinely based at the operational space concerned and for whom TfL has a statutory or contractual obligation to provide welfare facilities. It includes all contractor personnel based at LU operational premises.
This document does not cover operational space provided for:
a) The exclusive use of commercial tenants
b) Line Control & Network Control facilities
c) Canteen facilities
d) Equipment rooms that are not normally occupied by operational personnel
e) Temporary office and welfare accommodation provided to support a construction site (refer to CDM Regulations in this instance)
f) This standard does not apply to maintenance activities and repairs to rectify asset deficiencies.
Purpose
The purpose of this standard is to define the requirements for design, modification and refurbishment of operational management and operational staff accommodation in London Underground (LU) buildings.
