Purpose.

To establish fleet actions necessary to implement the terms of and ensure compliance with the Treaty Between the United States of America and the Russian Federation on Measures for the Further Reduction and Limitation of Strategic Offensive Arms (also known as the New Strategic Arms Reduction Treaty (New START)), reference (a), consistent with references (b) and (c). This revision includes the removal of provisions no longer required for the duration of the treaty and adds additional notification requirements to better apprise, in a timely manner, the Director, Strategic Systems Programs (DIRSSP) New START office of issues that could potentially impede or affect a treaty-related inspection activity. This instruction is a complete revision and should be reviewed in its entirety.
