The module applies to all Network Rail Routes, Regions and Directorates that may have a part to play in responding to an incident whether on the railway network or off it.

The module applies to all those involved with the incident management framework.

The roles and responsibilities apply to industry wide or multi agency incidents and emergencies.

Purpose

This module outlines the process by which incident command is escalated and deescalated through a sequence of defined, but non-linear, Escalation Stages.

The module reduces the risk of confusion over who is in command of an incident and provides clarity as to the response posture of Network Rail and / or its constituent Routes / Regions and Directorates.
