This standard applies to anyone controlling or carrying out Safety Critical Work on the LU traction power supply and distribution systems.
Safety Critical Work includes those activities defined as a Safety Critical task in accordance with the Railway and Other Guided Transport Systems (Safety) Regulations 2006 (As amended) (ROGS), Railway Safety Publication 4 "Safety Critical Tasks Clarification of ROGS Regulations Requirements" and LU standard S1548 Safety Critical Work.
Safety Critical Work also includes defined roles within LU Rulebook 24, LU Standard S1114 Safe Systems of Work on or near electrical equipment, and the applicable High Voltage and Low Voltage Safety Rules including those responsible for the safe isolation and/or earthing of electrical equipment and the issue or receipt of safety paperwork, permits or authorisations.
The Controller of Safety Critical Work as defined in the Railway and Other Guided Transport Systems (Safety) Regulations 2006 (As amended) (ROGS) is the Employing Manager, line manager or supervisor within TfL or the Supplier to TfL putting an individual to work on Safety Critical Work.
Note: The ORR has published guidance clarifying the activities that should be regarded as Safety Critical in Railway Safety Publication 4 - Safety Critical Tasks - Clarification of ROGS Regulations Requirements.
Purpose
The purpose of this standard is to ensure that any individual undertaking Safety Critical Work on the LU traction power supply and distribution systems has the required Competence.
