This Standard specifies requirements for the low-alloyed steel wire rods for cold heading (hereafter referred to as wire rods) which are mainly used for manufacture of the low-alloyed steel wires for cold heading.

ISO 4954 : 2018 Steels for cold heading and cold extruding (MOD)
In addition, symbols which denote the degree of correspondence in the contents between the relevant International Standard and JIS are IDT (identical), MOD (modified), and NEQ (not equivalent) according to ISO/IEC Guide 21-1.
