Scope.
This standard establishes requirements related to assessing the food protection risk of meal providers, for example: Forward Operating Bases (FOBs), foreign dining facilities, and feeding locations supporting early entry military operations, exercises, and DoD sponsored events (not more than 30 days in duration).
a. This standard is based on the requirements set forth in Title 21, Code of Federal Regulations (CFR) Part 117, Current Good Manufacturing Practice (CGMP), Hazard Analysis, and Risk-Based Preventive Controls for Human Food, and Title 21, CFR Part 121, Mitigation Strategies to Protect Food Against Intentional Adulteration, as the basic sanitation standards for subsistence providers. The CGMP requirements are based upon the Federal Food, Drug and Cosmetic Act of 1938, as amended. Requirements set forth in AR 40-657/NAVSUPINST 4355.4H/MCO P10110.31H, "Veterinary/Medical Food Safety, Quality Assurance, and Laboratory Service" (under revision) also form a basis for this document. North American Treaty Organization (NATO) Standards for food safety, defense, water potability, and the CODEX Alimentarius will also apply in certain geographical areas.
b. This standard is applicable to all establishments supplying subsistence purchased with appropriated or non-appropriated funds (NAF), or purchased through other agreements for DoD use, when listing in the Worldwide Directory, and TB MED 530, Chapter 9 inspections are not required or otherwise specified in written agreements. It also applies when DoD funds are used to purchase food for non-DoD consumption at DoD sponsored events. The FWRA program is intended for use in operations conducted outside the United States (OCONUS) or its territories.
