This module applies to all personnel undertaking asset management activities on Network Rail Structures assets within the accountability of the structures community, as outlined in NR/L1/CIV/001. 

This module does not include the competences required to:

1. work on or near the line; 

2. design structures;

3. undertake project engineering for structures;

4. undertake construction works, including supervision and construction management;

5. fully comply with UK health & safety legislation, for example working at height or within confined spaces. 

This module should be read in conjunction with NR/L2/CIV/1000.

NOTE: The structure of this module is the same as NR/L2/CIV/1000 to simplify cross referencing and navigation between documents. 

Purpose 

This module sets out the minimum competence requirements and the process to assess, obtain and maintain the competence for people who conduct asset management activities on Network Rail Structures assets. 

Competent Individual mitigate the risk of functional failure of structures, minimising adverse safety, performance, reputational and environmental consequences. 

Understanding Individual's competence helps drive Individuals' professional development, continual business improvements and create a sustainable workforce meeting the needs of today and considering the future business needs.
