This procedure applies to individuals undertaking the MOM or Mobile Incident Officer roles (or equivalent operational incident response roles), the managers of MOMs and MIOs and those who are required to hold auxiliary operating duty competencies to support incident response. 

NOTE: Throughout the remainder of this document all these roles will be referred to as MOMs. 

PURPOSE

The purpose of this document is to outline a competency framework and associated training and development plan for Mobile Operations Managers (MOMs) and Mobile Incident Officers (MIO) (or equivalent incident response role) so that they have the right skills and knowledge to undertake their role safely and effectively. 

Compliance with this procedure together with the requirements for medical fitness detailed in NR/L2/OHS/00124 and NR/L1/OHS/051 supports compliance with Office of Rail and Road Railway Safety Publication 1: Developing and maintaining staff competence.
