Purpose

a. To provide a comprehensive Department of the Navy (DON) policy for all military personnel on the identification, response, reporting, prevention, and elimination of harassment; including, but not limited to, cyberharassment, discriminatory harassment, hazing, bullying, and stalking in accordance with the guidance provided by references (a) through (n). See enclosure (1) for a listing of these references.

b. Significant changes include expansion of policy to address all forms of non-sexual harassment. Additionally, this instruction incorporates policy and responsibilities promulgated in reference (a).

c. The Navy's sexual harassment response policies are governed by references (b) and (c), and are not covered in this instruction.
