This document provides supporting information relating to the establishment of effective equipment inspection and staff surveillance regimes to ensure that all signal infrastructure systems and equipment and the associated working practices remain in a state suitable to allow the safe and reliable operation of trains.
Purpose
This specification is intended to augment and amplify the responsibilities placed upon the infrastructure controller as stated in Clause 8.3 Railway Group Standard GK/RT0210.
As such, this specification sets out the principles and methods for the inspection and surveillance of signal engineering activities, and is not simply confined to "maintenance" activities. Thus areas such as installation and equipment renewal are deemed to be included within the scope of this document. This aim will be achieved by:-
• applying a regime of signal equipment inspection thereby ensuring that the signal infrastructure retains conformity with the conditions of its approval and design
• applying a regime of signal engineer staff surveillance thereby ensuring that the competencies of those working on the signal infrastructure are regularly monitored .
Each Zone / Regional Signal Engineer shall ensure that a programme of equipment inspections and staff surveillance checks is applied. This programme of checks may be satisfied through the application of RT/D/P/015 "Surveillance Checking of Asset Maintenance" (End Product Checks), where the evidence from these checks satisfies the requirements of this specification. The End Product Check process may be more appropriate in satisfying the signal equipment inspections required by this specification. Additional checks to the EPC process may be needed to satisfy the requirements of signal engineer staff surveillance.
