scope:
The scope of this standard extends to all level crossing installations of the following types, including those that are subject to temporary closure, and includes all engineering disciplines associated with such crossings:
• Automatic Half Barrier Crossings,
• Automatic Full Barrier Crossing with Obstacle Detection
• Automatic Half Barrier Crossings Locally Monitored,
• Automatic Open Crossings Locally Monitored (including OCFLs),
• Automatic Open Crossings Remotely Monitored,
• Miniature Stop / Warning Lights,
• Manually Controlled Barriers (incl CCTV and OCB),
• Traincrew Operated Crossings Manned Gated Level Crossings,
• Manually Controlled Barrier - Obstacle Detection Open Crossings,
• Power Operated Gate Opening Crossings User Worked Crossings,
• Footpath and Bridleway Crossings,
• Station Barrow Crossings *1.
• Station Foot Crossings
• Sleeping Dog Crossings
• Mothballed Crossings * Please see definition
NOTE Although many component parts are similar, this document is NOT intended to include Inspection and Maintenance of RRAP's, (Road Rail Access Points, and TAP's, (Track Access Points) as they are not Level Crossings.
Equally, parts of authorised walking routes that cross the railway do not fall into the category of Level Crossings and as such are not subject to inspection by this standard unless classified as a Staff Crossing with White Lights (SP42) and the crossing is on Network Rail Infrastructure.
*1 Station barrow crossings include those crossings normally used by staff, or those used by staff to assist passengers. This type of crossing can be provided with MSL/MWL or a white light to aid use. Staff crossings either with or without white lights where the public do not have access on authorised walking routes, and that do NOT form part of the Station Infrastructure shall be maintained and inspected locally by the crossing owner, which may be the TOC or FOC.
Purpose
This standard describes the processes that shall be followed for the maintenance & management of operational level crossing infrastructure and the inspection regime required to demonstrate that level crossing systems are safe, reliable and compliant with legislation.
The processes described are designed to augment, but not replace, the existing technical maintenance processes and procedures mandated by the responsible Professional Head(s).
