This Procedure is to be applied to all project works that renew, replace, alter, decommission or remove existing assets or provide new assets, but only where these are to be undertaken by an organisation other than that which normally maintains the assets in operational use. It shall also be applied to those project works that have the capacity to affect assets that are adjacent to but not the subject of the project works, e.g. a new thrust-bored culvert affecting stability of the track and cable runs.
This Procedure shall equally apply where Network Rail undertakes the maintenance of the assets and for the purposes of this Procedure the term `Maintainer' shall deem to include the organisation in Network Rail responsible for the execution of the maintenance of assets that are the subject of project works.
It does not apply to the transfer of responsibilities on the expiry of a contract for maintenance.
Purpose
This Procedure sets out the requirements for the safe and effective maintenance of all new assets and existing assets undergoing change or that are affected by project works at all times that they are in operational use, whether the works to them are complete or not, and that the responsibilities for maintenance of such assets are clearly identified.
This Procedure does not deal specifically with the actual commissioning and inspection of the project works as to their fitness for operational use or for their final acceptance by the asset steward. However, the arrangements for these shall be documented in the Asset Management Plan required by this Procedure.
