This document applies to all Network Rail signal infrastructure.
This document provides information relating to the establishment of effective staff surveillance regimes to check that all signal infrastructure systems and their associated working practices remain in a state suitable to allow the safe and reliable operation of trains.
The scope of this document is limited to signalling maintenance activities only, and includes component replacements (e.g. point machine renewals) undertaken by the maintenance organisation.
The document applies to all signal engineering staff working under the direction of the Signal & Telecoms Maintenance Engineer.
Purpose
This Level 2 document is intended to augment and amplify the responsibilities placed upon the Signal & Telecoms Maintenance Engineer as stated in Clause 8.3 Railway Group Standard GK/RT0210:-
'Maintenance activities shall be subject to appropriate levels of verification and validation to ensure that maintenance specifications are correctly applied and remain fit for purpose.'
As such, this document sets out the principles and methods for the surveillance of signal engineering activities. This aim will be achieved by:
Applying a regime of staff surveillance thereby checking that the signal engineering competencies of those working on the signal infrastructure are regularly monitored.
