This business process is limited to surveillance of Network Rail staff performing signal engineering activities, including:

•corrective and preventative maintenance

•equipment replacement/minor works

•SMTH testing

•G110 testing.

Note: Full works testing and design activities, including non-conceptual design, are not covered by this business process.

This process also applies to temporary staff and approved contractors working on behalf of Network Rail Operations (maintenance, delivery services and works delivery), unless they are working under mentorship or assisting a competent person to complete the work and for which the competent person will take responsibility.

Those involved in engineering management activities who may occasionally carry out the activities in 1.2.1 are excluded from the scope of this standard as it is expected that they have demonstrated sufficient expertise in their field to be appointed to these roles (eg, Section Manages or Works Delivery Managers).

Purpose

The business process for surveillance of signal engineering activities:

•provides assurance on staff competency when working on signalling assets

•confirms that work on signalling assets is being completed correctly

•gathers evidence to support IRSE licensing processes.

Failure to adhere to this process could result in a reduction in safety and reliability.
