Scope and Applicability.

This instruction applies to BUPERS commands and its subordinate activities.

Purpose.

The purpose of this instruction is to provide policies, procedures, and guidance for the Bureau of Naval Personnel (BUPERS) Civilian Awards Program per references (a) through (t). Major revisions to this instruction include changes to the civilian of the quarter (COQ) and civilian of the year (COY) eligibility requirements, special act award approval, and the addition of guidance for the Armed Forces Civilian Service Medal.
