Scope and Applicability.

This instruction applies to Secretary of the Navy (SECNAV) and Chief of Naval Operations (CNO) established commands and detachments and elements that require modification, establishment or disestablishment from the Standard Navy Distribution List (SNDL).

Purpose

a. To update the current organization change request (OCR) process, reiterate the unit identification code (UIC) issuance process and Department of the Navy (DON) policy, per references (a) section 5013 through (s).

b. Major changes in this revision include the introduction of Enterprise Task Management Solution System (ETMS2) for submission of organization change requests.
