Purpose.

To define the process of obtaining Secretary of Defense (SecDef) approval of an overseas force structure change (OFSC) and to effect a timely host nation (HN) notification (HNN) of approved OFSCs and other actions with national-level policy significance, prior to public release of information. Nothing in this instruction alters requirements or responsibilities for the assignment of forces.
