scope:
Purpose.
To define a process to ensure all organizations with equity are informed and issues are addressed to obtain approval to effect a timely hostnation notification (HNN) of approved overseas force structure changes (OFSCs) prior to public release of information.
Applicability.
This instruction applies to the Joint Staff, combatant commands, and Services. In addition, this instruction provides guidance on the interface with the Office of the Under Secretary of Defense for Policy (OUSD(P)) and the Under Secretary of Defense for Acquisition, Technology, and Logistics (OUSD(AT&L)) for the coordination of approved OFSCs.
