scope:

Purpose. To define the process to obtain Secretary of Defense approval of an Overseas Force Structure Change (OFSC) and Host-Nation Notification (HNN) of approved OFSCs. Nothing in this instruction alters requirements and responsibilities for the assignment of forces.

Applicability. This instruction applies to the Joint Staff, Combatant Commands (CCMD) and Services. It provides guidance on the interface with the Offices of the Under Secretary of Defense for Policy (USD(P)), the Under Secretary of Defense for Acquisition, Technology, and Logistics (USD(AT&L)), the Under Secretary of Defense Comptroller (USD(C)), the Under Secretary of Defense for Personnel and Readiness (USD(P&R)), the Under Secretary of Defense for Cost Assessment and Program Evaluation (USD(CAPE)), OSD Public Affairs, other defense agencies (when required), American Embassies, and Department of State/Bureau of Political-Military Affairs (PM) for the coordination of OFSC proposals and HNN requests.
