The Procedure applies to work which could be segregated from NRCI when it is decided to carry out the work within a 'High Street' Environment, provided that safety risks cannot be transferred from the site of work to RCl and vice versa. The Procedure may be applied to outside party work when circumstances permit.
The Procedure covers personal safety and the arrangements for the working of mechanical equipment and cranes, the movement and storage of materials and any other activity which could be involved with the work.
The Procedure shall not be used where the work activity could transfer risk to NRCI. Examples include excavation on a station platform which could disturb signalling or traction supply cables, work which could affect train driver's sighting of signals, work which could create a significant risk of passenger overcrowding on the NRCI etc. In such cases the Network Rail Contract Requirements - Safety [Company Standard RT/LS/S/008] must be used.
Purpose
To enable the environment and conditions generally found in the typical High Street to be created within the Network Rail context for work which will take place outside Network Rail Controlled Infrastructure (NRCI) and in a manner which will not affect railway operations.
