This standard applies to work which can be segregated from railway operations in such a way that safety risks cannot be transferred from the site of work to the operational railway and vice versa.

This standard covers personal safety, the arrangements for the working of mechanical equipment, general construction plant, the movement and storage of materials and any other activities involved with the work.

This standard may be applied to outside party work when circumstances permit.

This standard does not apply where the work activity could cause or transfer risk to the operational railway (see clause 4 for specific restrictions).

Purpose

The purpose of this standard is to specify the requirements for the segregation of work activities on, or adjacent to, Network Rail Managed Infrastructure (NRMI) from railway operations. This allows work to take place without the necessity to apply the specific control measures associated with the operational railway (i.e. in a "High Street" environment), but in doing so requires other controls and a controlled environment.
