scope:
This specification applies to all new and existing signalling assets on Network Rail controlled infrastructure and shall be applied where maintenance regimes are being developed or changed, with the following exemptions :
• Where the new or changed regime is increased or improved such that the new regime is demonstrably safer. However, it should be noted that this may not minimise the Total Business Impact and may not be the most effective use of resource.
• Where an asset is being replaced by another type of asset that has an existing approved maintenance specification (e.g. the replacement of an HW Point Machine with a Clamplock). In this case the maintenance can be introduced at the 'normal' intervals specified in RT/E/S/10661, or at intervals that are consistent with those applied to other assets in the area of the same type in an application that is ostensibly the same.
• The asset is not a signalling specific asset or component, and maintenance is defined by the manufacturer.
Purpose
This specification defines the minimum requirements for the development and implementation of new or revised maintenance regimes for signalling assets.
