Scope and Applicability.
The following entities fall under the scope of this instruction: Naval Sea Systems Command Program Executive Office Unmanned and Small Combatants (PEO USC), Naval Surface and Mine Warfighting Development Center, Mine Warfare Division (SMWDC MIW), Commanding Officer, Mobile Mine Assembly Group (COMOMAG), Naval Munition Command Atlantic (NMCLANT), Naval Munition Command Pacific Continental U.S. (CONUS) West Division (NMCPAC CWD) and Naval Munition Command Pacific East Asia Division (NMCPAC EAD). For the remainder of this instruction, these entities are referred to as "Units".
Purpose.
This instruction defines responsibilities for naval mine distribution and provides guidance for naval shore based activities that support fleet commanders' mine assembly and maintenance requirements. This revision is a rewrite of the previous version. Subparagraphs 1a. and 1b. summarize the major changes.
a. In OPNAVINST C8550.5M, Office of the Chief of Naval Operations (OPNAV) established in-service maritime mine allowances and stockpile requirements for fleet commanders. Over the last decade, OPNAV has released reference (a) to delegate the authority of managing these requirements to lower echelon commands. Therefore, OPNAV has removed these requirements from the current revision.
b. In this revision, OPNAV continues to define responsibilities for lower echelon commands on managing fleet unit mine distribution, mining operation, mine assembly, maintenance and training certification for the units.
