This Standard Project Procedure is mandatory on all physical, including surveying, work undertaken on behalf of Network Rail Infrastructure Investment.

NOTE: Guidance Notes can be produced, as a separate document by individual assets/major projects, in order to provide specific guidance on how this SPP should be applied. Guidance Notes should be produced using the Guidance Note Template, located on the Network Rail Standards Site on Connect and must be approved, by the Head of HSQE (Infrastructure Investment) prior to issue.

Purpose

Where the term 'method statement(s)' is found within Network Rail Company Standards and the Rulebook GE/RT8000, especially module 'OTP', then this procedure meets the requirements of the term 'method statements'.

The purpose of this procedure is to define the contents and acceptance criteria for the process with a view to providing on site staff with sufficient information to enable them to manage the risks of the work activity. The process includes three stages: Construction Phase Plan, Work Package Plan and a Task Briefing. This process simplifies and replaces the existing requirements for the production and briefing of method statements.

The main changes in this approach include:

a) The requirement that information only pertinent to their work reaches those that need it.

b) Requirement that Network Rail accepts only Work Package Plans that cover high risk activities.

c) Increased reliance on robust Contractor processes and competent staff to control the tasks on site.

d) Mandating the contents of Work Package Plans and Task Briefing.

e) A clear flow of risk management from generic risk through to task specific risk.
