This Standard Project Procedure is mandatory on all physical, including surveying, work undertaken on behalf of Network Rail Projects & Engineering.
Purpose
The purpose of this procedure is to define the contents and acceptance criteria for the new process with a view to providing on site staff with sufficient information to enable them to manage the risks of the work activity. The new process includes three stages: Project Health & Safety Plan, Work Package Plan and a Task Briefing.
This process simplifies and replaces the existing requirements for the production and briefing of method statements.
The main changes in this approach includes:
- The requirement that information only pertinent to their work reaches those that need it.
- Requirement that Network Rail accepts only Work Package Plans that cover high risk activities.
- Increased reliance on robust Contractor processes and competent staff to control the tasks on site.
- Mandating the contents of Work Package Plans and Task Briefing.
- A clear flow of risk management from generic risk through to task specific risk.
