scope:
This standard prescribes how information on Safety-Related Events associated with Civil Engineering infrastructure is to be recorded, reported and reviewed. Such Events are classified as Failures or Incidents; the former include the collapse or excessive deflection of a structural element generated by, for example, material degradation, structural instability, and fatigue; the latter include accidental damage (such as sustained by a bridge strike) and deliberate damage (vandalism).
Civil Engineering infrastructure includes buildings (such as train sheds and depots), bridges, culverts, retaining walls and earthworks.
This standard does not apply to events where the Hazard was negligible - no matter what the effect was on train operations.
This standard does not cover the requirements for statutory reporting, as defined in NR/L3/INI/0113: Statutory reporting of accidents, incidents and occupational ill-health.
Purpose
This standard defines (a) the system for rating Safety-Related Events, and (b) the requirements for recording, reporting and reviewing the details of such Events.
