PURPOSE.

This Instruction is intended to support the total workforce in effectively managing change. It describes Coast Guard policy for the management of change with emphasis on, but not limited to, large scale enterprise wide changes. Change management prepares, equips, and supports our total workforce, so they can engage, adopt, and apply change successfully. The Coast Guard has adopted the use of the Prosci Methodology for managing change developed by Prosci Research Inc. The key concepts of this methodology are described below along with its applied methods. Associated resources including links to web-based tools are provided for use by change leaders at every level.
