Scope and Applicability.
This policy applies to the Offices of the Chief of Naval Operations (OPNAV) and all Navy echelon 1 through echelon 6 commands.
Purpose.
To establish data-driven decision-making processes and frameworks across our warfighting enterprises, to improve operational readiness by establishing analytical tools and processes to clearly understand and characterize readiness performance gaps, identify barriers to execution and develop plans and solutions to accelerate gap closure.
