This Procedure applies to all works carried out under the CDM Regulations where Network Rail acts as the Client. This includes:

• Works carried out under a Project Works Contract which provide New or Renewed Assets for which a H&S File is required.

• Works carried out under the Infrastructure Maintenance Contracts for which a H&S File is required; and

• Any enhancement or renewal work undertaken through an Alliancing or Partnering Framework.

An infrastructure scheme may cover many assets and produce a large number of 'As Built' records and other safety critical records covering several engineering disciplines. The repository for these records is not in a single H&S File but a records management system that is referred to in the H&S File.

Purpose

The purpose of this procedure is to ensure that Network Rail fulfils its responsibilities with regards to Health and Safety Files as a Client under the Construction (Design and Management) Regulations 1994 (as amended) by defining:

• the process to be followed for the delivery of Health and Safety Files (H&S Files) to the designated Record Centre.

• the process for the issue of H&S Files.

• a standardised structure for H&S Files to ensure that the records contained within the file are managed appropriately through standard processes and are available to interested parties.

• support for GI/RT/7001 Management of Safety Related Records of Elements of the Infrastructure.

• support for the updating of existing H&S Files.

• processes that ensure the H&S Files are available for inspection.
