scope:
Purpose. This instruction establishes policy and guidance for JCD&E. It describes the JCD&E governance and delineates the roles and responsibilities of the JCD&E community. Details regarding project nomination and process are outlined in the Chairman of the Joint Chiefs of Staff (CJCS) Manual (CJCSM) 3010.02.
Applicability. This instruction applies to the Joint Staff, Combatant Commands, Services, United States Coast Guard (USCG), the National Guard Bureau (NGB), Defense agencies, and joint and combined activities responsible to the Chairman of the Joint Chiefs of Staff hereafter referred to as the Chairman.
