Purpose. This instruction provides guidance and responsibilities for developing joint concepts and implementing approved joint concepts through applicable joint capability development processes.

Applicability. This instruction applies to the Joint Staff, Services, Combatant Commands (CCMDs), National Guard Bureau (NGB), U.S. Coast Guard (USCG), Defense Agencies, and joint and combined activities responsible to the Chairman of the Joint Chiefs of Staff (CJCS), hereafter referred to as the Chairman.
