scope:
This instruction applies to all motor vehicle operators, passengers, bicyclists and pedestrians at all Navy managed joint installations, Navy commands, Navy activities, units, installations and facilities, ashore and afloat, as follows:
(1) All Navy military personnel at all times.
(2) All personnel operating or riding in or on a motor vehicle on a naval installation.
(3) All persons operating or riding in or on a motor vehicle owned or leased by the Navy, at all times, on or off base. This includes rental cars used while on official orders.
Purpose. To assign responsibilities and establish policy for the U.S. Navy Traffic Safety Program. This instruction has been substantially revised and should be read in its entirety.
