Scope and Applicability.

This instruction applies to NAVSAFECOM.

Purpose.

To provide mission and functions performed by Naval Safety Command (NAVSAFECOM).

a. The principal changes to this revision are:

(1) Changed command name from the Naval Safety Center (NAVSAFECEN) to the NAVSAFECOM.

(2) NAVSAFECOM, as the Naval Safety Management System authority, will establish standardized Echelon I safety and risk management policy.

(3) NAVSAFECOM will assure proper and effective accountability of safety management across the Naval Enterprise.

(4) NAVSAFECOM will conduct formal, independent assurance functions from Echelon II through unit-level (Echelon IV and V) commands to evaluate the risk control system and continuous self-improvement of Navy commands and installations worldwide.

(5) NAVSAFECOM will review Echelon II and III certification processes of subordinate commands (e.g., Optimized Fleet Response Plan milestones, weapons, communications, navigation, maintenance, diving, airborne, etc.).

(6) NAVSAFECOM will conduct no-notice or short notice unit-level safety inspections and assessments to evaluate risk controls and continual self-improvement.

(7) NAVSAFECOM is granted the authority to compel corrective action by activity owners of unsafe practices and when warranted, suspend specific activities until corrective actions are completed and risks appropriately mitigated as agreed to by NAVSAFECOM.

(8) NAVSAFECOM is granted the authority to access, collect and independently analyze a wide range of current and historical data across the Enterprise in pursuit of safety related initiatives, including, but not limited to, operations, personnel, material, culture and command climate data to assess the effectiveness of the Naval Safety Management System.
