This Instruction applies:
To the Office of the Secretary of Defense, the Military Departments (including the Coast Guard when it is operating as a Military Service in the Navy), the Chairman of the Joint Chiefs of Staff, the Combatant Commands, the Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD Field Activities, and all other organizational entities within the Department of Defense (hereafter referred to collectively as "the DoD Components"). The term "Military Services," as used herein, refers to the Army, the Navy, the Air Force, and the Marine Corps. For the purposes of this Instruction, the Army-Air Force Exchange Service is considered a DoD Component.
The provisions of this Instruction may not be construed to limit the statutory authority of the Inspector General of the Department of Defense to have access to all records, reports, investigations, documents, or other material, including those called for by this Instruction, as provided for in the Inspector General Act of 1978 (as amended), DoD Directive 5106.1, and DoD Instruction 7050.3 (references (f) through (h)).
