scope:
Purpose. This instruction implements the requirements provided in reference (a) that are assigned to the Chairman of the Joint Chiefs of Staff.
Applicability. This instruction applies to all personnel assigned or attached to the Joint Staff, and to the combatant commands (including its assigned or attached subordinate units), including civilians, contractors, and subcontractors assigned to or accompanying the force.
