scope:

Purpose.

Pursuant to references a and b, this instruction implements the requirements provided in reference a and provides guidance regarding the law of war obligations of the Armed Forces. Reference a provides policy guidance and assigns responsibilities within the Department of Defense for a program to ensure compliance with the law of war. Reference b assigns the Chairman of the Joint Chiefs of Staff the responsibility to develop and establish military doctrine and guidance for all aspects of joint employment and activities of the Armed Forces

Applicability.

This instruction applies to all personnel of the Armed Services, including all US civilians, contactors, and subcontractors assigned to or accompanying DOD components, regardless of assignment or attachment.
