scope:

Applicability. This regulation applies to t h e Active Army, the Army National Guard/Army National Guard of the United States, and the U.S. Army Reserve, unless otherwise stated. It also applies to all personnel who operate unit mailrooms at company and battalion levels. During mobilization, the proponent may modify chapters and policies contained in this regulation.

Purpose

This regulation prescribes Army policy for the suspension of favorable personnel actions (Flag) function of the military personnel system. It is linked to AR 600-8 and provides principles of support, standards of service, and policies regarding the initiation, transfer, removal, and management of Flags.
