scope:
PURPOSE. In accordance with the authority in DoD Directive (DoDD) 5124.02 (Reference (a)), this Instruction reissues and renames DoD Instruction (DoDI) 7770.1 (Reference (b)) to establish policy, assign responsibilities, prescribe procedures, and establish requirements for the electronic transmission reporting of Military Retired (RT) and Military Retired Annuitant (RTA) pay files, maintained by the Military Services, to the Defense Manpower Data Center (DMDC).
APPLICABILITY
a. This Instruction applies to:
(1) OSD, the Military Departments (including the Coast Guard at all times, including when it is a Service in the Department of Homeland Security by agreement with that Department), the Office of the Chairman of the Joint Chiefs of Staff and the Joint Staff, the Combatant Commands, the Office of Inspector General of the Department of Defense, the Defense Agencies, the DoD Field Activities, and all other organizational entities within the DoD (hereinafter referred to collectively as the "DoD Components").
(2) The Commissioned Corps of the Public Health Service and the National Oceanic and Atmospheric Administration, by agreement with the Departments of Health and Human Services and Commerce, for submission of uniformed service RT and RTA pay records.
(3) All retired uniformed service personnel, including enlisted members, warrant officers, and commissioned officers, as well as their survivors who are receiving or are eligible to receive retirement payments or annuities during each reporting period.
b. This Instruction does not apply to reservists who have completed the service required for a non-regular retirement but not yet attained the statutory age for receipt of retirement payments.
