PURPOSE. This Manual establishes the United States Coast Guard SETA Program. The program is designed to facilitate the implementation of the SETA requirements and standards contained within the full range of security disciplines that comprise the Coast Guard Security Program: Physical Security (PHYSEC), Information Security (INFOSEC), Personnel Security (PERSEC), Operations Security (OPSEC), Industrial Security, and Antiterrorism and Force Protection (AT/FP).
