scope:
PURPOSE. This order establishes the Federal Aviation Administration International Aviation Safety Assessment (IASA) program. It provides guidance and assigns responsibility for determining the need and process for assessment of the civil aviation authority (CAA) of a foreign country. The assessment is to determine whether the CAA effectively operates a safety oversight system in accordance with the International Civil Aviation Organization (ICAO) standards. The IASA program will asses8 countries whose air carrier(s) and operator(s) conduct international air service or international air transportation operations to the United States under Title 14 Code of Federal Regulations (14 CFR) parts 129 and 375. It will also address other statutory, regulatory, and administration policies.
