Purpose of This Order.
This order defines the Federal Aviation Administration's (FAA) International Aviation Safety Assessment (IASA) Program. It provides guidance and assigns responsibility for determining the need and process for assessment of the Civil Aviation Authority (CAA) of a foreign country. Under the IASA Program, the FAA determines whether another country's oversight of its air carriers that operate, or seek to operate, in the United States, or code-share with a U.S. air carrier under Title 14 of the Code of Federal Regulations (14 CFR) parts 129 and 375, complies with safety standards established by the International Civil Aviation Organization (ICAO).
