scope:
Purpose. To establish the Department of the Navy Insider Threat Program (DON ITP) per references (a) through (u) , promulgate policy, assign responsibilities and institute the DON ITP Senior Executive Board (DON ITP SEB) .
Applicability. Applies to all personnel, employed by, detailed or assigned to the DON, including civil servants, members of the active and reserve components of the U.S . Marine Corps and U.S. Navy; experts or consultants performing services for the DON through a personnel appointment or a contractual arrangement; industrial or commercial contractors, licensees, certificate holders, or grantees, including subcontractors.
