This instruction applies to all Navy and integrated Navy and Marine Corps acquisition category (ACAT) I through IV programs, non-ACAT programs of record, modernizations, and rapid acquisition programs such as abbreviated acquisition programs, non-developmental items, commercial off-the-shelf (COTS), rapid deployment capability and urgent need programs. Compliance with this policy will ensure MPT requirements traceability in support of new and or modernized naval capabilities. That traceability will be articulated in the form of a Navy training systems plan (NTSP), the resultant training transfer agreement, training effectiveness evaluation plan (TEEP) and military characteristics (MC) documents.
Purpose. To establish policy for planning, determining, and documenting manpower, personnel, and training (MPT) requirements for Navy and integrated Navy and Marine Corps new and modernized acquisition systems across the entire continuum of Navy training (individual, collective, unit, staff, joint, fleet).
