This document describes the requirement for a minimal subset. As such, this document only describes procedures for systems which maintain communications via direct dedicated data links and only includes mobile registration and call validati0n (service qualification) operations.

The description does not include procedures for signal transfer point operations or dialup link operations. Furthermore, this document does not include all the operations required to support roaming through clearing house locations. The procedures required to support the above mentioned operations are for further study.
